Advisor

As Zorginstituut Nederland, we are responsible for compiling the package of good, insured care for all Dutch people. The Dutch healthcare system is one of the best in the world. Everyone pays for it. So we can all – young, old, healthy or sick – count on good care when we need it. But the cost of care is rising: we are getting older, more expensive medicines are being introduced and there is a greater demand for long-term care. The Care Institute ensures that our care is and remains good and affordable. All this so that our money for healthcare can only be spent on valuable treatments that have been proven to work. Ultimately, we make these complex choices for and on behalf of 17.5 million Dutch people. So that everyone will continue to have access to good and affordable care in the future.

The core tasks of the Care Institute are:
  • Advising the Minister of Health, Welfare and Sport on the content of the basic package and adopting positions on it.
  • Promote quality and transparency of care.
  • Develop information standards to stimulate the exchange of information within the healthcare sector.
  • Management of the Healthcare Insurance Act (Zvw) and Long-Term Care Act (Wlz) funds and provision of information about the costs of healthcare.
  • Implementing risk equalization.
The Care Institute has a lot of contact with the world around us. These include healthcare providers, healthcare insurers, scientists, universities, patients (associations) and professionals, such as doctors, nurses, carers, physiotherapists and pharmacists. In fact with the whole of society! We are moving fast and are following a clear course for the coming years. Connecting, inspiring and giving direction are important pillars. The Care Institute is an independent administrative body (ZBO) and is accountable to the Minister of Health, Welfare and Sport. Approximately 450 people work from home and from our beautiful office in Diemen.

The Care department and the Advice Package and Quality team

You work in the Care department in the Advice Package and Quality team. The Care department advises on the composition of the package of good insured care and has about 200 employees, divided into nine specialist teams. Our Advice Package and Quality team of about 40 colleagues is responsible for professional specialisms in the fields of package management and quality. We provide expertise on content or for specific content-related roles, for regular tasks and temporary programmes and projects. We maintain and develop the necessary expertise in the organization and the team in particular. We also identify and respond to changing needs and answer complex questions (third line). The atmosphere within the team is informal. Monthly we meet as a team live and every other week we digitally update each other on specific topics to increase each other’s knowledge and to increase the integration of package and quality.

The position

We are looking for a consultant who will be responsible for formulating advice to the Minister of Health, Welfare and Sport on the insured package. “State of Science and Practice” and “Quality of Care” play a decisive role in this. You will form an opinion together with a team of colleagues, objectively weighing scientific and practical data, opinions of practitioners, experts and claims of market parties. In addition, together with colleagues, you will deal with the more procedural and systematic aspects of the assessments.

You will be part of a large, diverse team of enthusiastic and driven professionals. The atmosphere within the team is informal. Monthly we meet as a team live and every other week we digitally update each other on specific topics to increase each other’s knowledge and to increase the integration of package and quality.

The colleague we are looking for:
  • Is academically educated and preferably an epidemiologist;
  • has research experience, preferably completed with a PhD;
  • Has knowledge of Evidence Based Medicine, systematic reviews and GRADE;
  • Has knowledge of the laws and regulations in the health care sector and in particular the Health Insurance Act;
  • Has insight into the functioning of the Dutch healthcare system and relevant work experience with the healthcare system;
  • Is creative, results-oriented and can work well together;
  • Good communication skills, both verbal and written.

Our offer

This is a structural position of 36 hours per week. The salary depends on education and experience and amounts to a maximum of € 5039,00 gross per month (scale 11 CAO Rijk). You will be given a fixed-term contract (2 years) with a view to a permanent contract. We also offer flexible working hours, a good work-life balance, 23 holidays, 26 ATV days and a flexible ABP pension scheme. You will be provided with a laptop and phone and have the freedom to work from home, office or any other location. You will have access to a wide range of online training courses for your personal and professional development. You will also receive an Individual Choices Budget (IKB) of 16.37% of your salary. The IKB can be paid out as you wish, converted into leave hours or spent on a tax-friendly purpose, such as a bicycle, company fitness or study.
