JOB PURPOSE:
To ensure all the logistics aspect of the Oxfam large scale response in Gaza, , including but not limited to: ensure the procurement activities with Gaza Suppliers, monitoring of Oxfam Warehouse(s) in Gaza, Management of Equipment (Laptops, Comms), Premisses (Office and Guesthouses), Fleet Management and Distributions.

KEY RESPONSIBILITIES
Procurement
Liaise with Programme staff in collecting the required specifications for the requisitions, to make sure the Request for Quotations include all the necessary details.

Receive Quotations, prepare Comparison Bid Analysis and suggest the selection of suppliers honoring the best value for Money, lead time and items quality, as advised by line manager.

Perform Supplier’s Capacity assessment within Gaza, and together with the Logistics Coordinator, decide on choosing the best supply line for the requested items (ie. Gaza Suppliers -vs- International/Egypt/Jordan)

Participate in tender preparation when required.
Maintain the Suppliers Database, including Information sharing with internal and external stakeholders, follow up on procurement status, prepare procurement dossiers, including review quotations, compare prices, make framework agreements and suppliers management.

Periodically review the effectiveness and quality of the Procurement process; informing the Logistics Coordinator when required.
Ensure compliance and transparency in applying procurement procedures when it comes to respecting the procurement thresholds, ensure the budget holder approvals are collected and proper archiving of the procurement activities.

Highlight and report any fraud suspicious in the procurement process or supply at all levels.
Liaise regularly with finance on supplier's issues (terms and conditions of payments, quality, reconciliation of data between finance system and supply system).

 
Stock management & Distributions.
To ensure that the stock movements are recorded correctly on the daily stock sheets (Inputs/Outputs).
Report any difference in the inventory to the Logistics Coordinator
To analise and investigate issues with missing and damaged supplies and supplies mechanism to better monitor and better store the supplies. Report the missing using Oxfam standard tools.

To prepare an overall inventory at least once a month and to give it to the Line manager.
Make sure that all products with specific storage needs, such as chlorine or fuel, are stored according to Oxfam guidelines and separate from other common goods.

To ensure that all flammable or explosive products (if any) are stored safely (in a ventilated place away from the light) and away from other materials, equipment, and products.

When Stocks are Received or Release, complete the waybill with detail and keep the documentation organised. Any problem (missing material, broken material...) must be noted and reported to the Logistics Coordinator.

Coordinate with the Programme Staff in advance in relation to the items that needs to be released from the warehouse for distribution.
 
Feet Management
Ensure the transport means in Gaza are adequate to support the operations.
Maintain the register for fuel allocation per vehicle, monitor fuel needs and activate a new fuel request quen necessary.
Ensure the logbook for vehicles and generators are maintained. Monitor consumption of fuel and report to the Logistics Coordinator periodically. Flag and analise unusual consumption.

Ensure the vehicles are well maintained, according to Oxfam standards. Flag any concerns of safety and security regarding the vehicle maintenance. Identify spare parts and technical knowledge for repairs and basic maintenance of vehicles.

 
Premises Management
Ensure the Oxfam Office, guesthouse(s) and Warehouse in Gaza are fit for purpose.
Implement on Oxfam premises all the necessary safety and security measures as advised by the Logistics and Security Coordinator.
 
 
Equipment management
Responsible for keeping and maintaining a register of all the equipment in Gaza, and the person the equipment is assigned to.
Advice the staff on the good use of the equipment.
Responsible of any Satellite communications equipment when is not directly assigned to the staff.
Responsible to monitor the Satellite comms. Equipment Subscription, and request credit when required.
 
 
Security management
Implement the security measures as advised by the Security Coordinator.
Provide workshops for the staff on basic security rules, incident awareness and what to do in case of emergencies.
 

Team Management:
To train, supervise and coach the Logistics Officers and assistants under his/her responsibility.
Ensure cohesion within the logistics team.
Assess the work and distribute the work across logistics team members.
Conducts intermediate and final evaluations of staff under his/her management.
Identify needs and opportunities of training for the members of the team.
 
Others
Perform any other tasks as assigned by the line manager.
Attend to the Logistic Cluster meetings when requested by the line manager and produce a summary to share with the logistics team.

Problems may vary but solutions can usually be defined from previous experience with judgement based on technical and management experience.
Role is independent and variable, combining standard activities with well-defined targets and/or minimum standards, but also requiring effective management of non-routine tasks

Collect, analyse and provide information to other staff.
Regular communication is normally with their immediate manager but also require a broad range of communication and information sharing with internal and external stakeholders.

University Degree – relevant to the position is preferable. Logistics management or supply chain management
Minimum 5 years of experience in a similar function in addition to knowledge in purchasing, market assessment, warehouse management, and transaction coordination.
