JOB PURPOSE:
To work with the WASH program team as Program support officer toward making a meaningful impact on the health and well-being of Palestinian communities facing crisis, poverty and injustice. The potential candidate will work on supporting the WASH program team in implementation of water, sanitation, hygiene projects including solid waste management, gender and protection mainstreaming.

The WASH support Officer will be responsible of monitoring the overall WASH field activities in Gaza Strip, documentations, reporting and tracking the projects progress toward projects targets ensuring that projects objectives are met. Moreover, to strengthening accountability both at community, partners and Oxfam levels and ensure that strong relationships with community members and stakeholders ensuring that interventions are contextually relevant and sustainable.

KEY RESPONSIBILITIES
Projects Implementation (50% of the time)
Provide day to day support and supervision to WASH projects.
To supervise of the WASH field activities implemented by partners’ organizations or directly by Oxfam and to provide technical support to the WASH team by sharing knowledge and experiences.

To ensure that all work is carried out in a way that is sensitive to community needs, gender and protection issues.
Support research and field assessments to feed into the development of the Oxfam strategy in Gaza, linking emergency response to the longer-term WASH programmes.

Contribute in designing WASH activities and budget during the WASH projects design phase in close cooperation with partners and program team.
Contribute in WASH projects proposal writing and donors reports ensuring minimum MEAL requirements are considered.
Assist in collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
Following up with communication and media team during planning, developing and disseminating of WASH program related media products.
Support the program in organizing the projects opening and closing ceremonies, kick of meetings, grant opening meetings and learning events.
Actively participate in periodically meetings under the WASH program
Liaise with Oxfam programme support functions (Finance, Logistics,) regarding support to WASH program team and projects partners.
To report regularly, verbally and in writing to the WASH Manager.
Support the WASH program in developing the technical ToRs for WASH studies and researches.
If requested by the WASH manager, participate in assessments of water, sanitation and hygiene services and facilities in the Gaza strip
Coordinate closely with other staff both within and across teams including close coordination with other programme teams supporting opportunities for synergies and added value in programme implementation including gender and protection team, advocacy and influencing team.

Partner Management & Capacity Building (15% )
Participate in Grant Opening and Closing Meetings with Partners for all agreements. To ensure Oxfam partners are managing projects and grants according to agreements and Oxfam Novib Procedures.

Support the WASH program in conducting the Partners assessment based on each project requirements.
Support partnership management process by establishing and supporting gender sensitive and accountable monitoring and evaluation procedures for the WASH activities.

In coordination with the WASH Manager build partner capacity where necessary through providing directly, or organizing training.
Under the direct supervision of the WASH Manager, support project partners by providing technical assistance in all aspects of project cycle management.

Support partners in sharing feedback regarding the projects reports including progress and final technical and financial reports

MEAL & Program reporting (20% )
Contribute in timely and quality reporting on WASH projects activities
Ensure that the appropriate MEAL planning is put on place for the WASH projects activities.
Support the WASH Manager and the Saving Lives MEAL team to supervise the implementation of monitoring and evaluation practices in line with the Common Approach to Monitoring and Social Accountability (CAMSA) for all WASH projects.

Responsible for keeping a log of all challenges and 'lessons learnt" during the projects implementation.
Responsible for keeping a log of all complains and feedback received and handled during the projects implementation in coordination with the MEAL team.

Responsible of developing and following up the progress of the WASH projects MEAL plans, baseline assessments and endline assessments ToRs and reports.

Support the partners and WASH team in developing the projects reports on time in compliance with the donor templates and requirements

External and internal Coordination (15% )
Support the WASH Manager to maintain contacts and relations with key players involved in WASH sector including other agencies, , local authorities, CBOs and beneficiaries

Support the WASH cluster technical working groups and task forces in the jointly assessments, studies, trainings.
Participate in internal and external coordination meetings related to the role, as per WASH Manager request.
Undertake additional tasks reasonably assigned to you by your line manager or designated person.
Work closely with the PHP officer and WASH engineering officer to track the planned and ongoing field projects activities
Work closely with the Comm and media program team to develop and follow up the projects communication and visibility plans
Work closely with the WASH program team to track the progress in the procurement and finance procedures related to the WASH projects

EXPERIENCE, KNOWLEDGE & COMPETENCIES
Essential
Graduate from a recognised university with relevant qualifications in engineering or projects management.
At least 4 years’ experience of work in emergency or development context projects preferably in the field of water, sanitation and hygiene and/or protection;

Excellent communication and interpersonal skills
Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.

Good knowledge in WASH and environment
Able to collect, enter and analyse data against WASH indicators;
Proven knowledge of computerised systems; high degree of computer literacy and word processing; professional in developing presentations and showing success

Experience in working with partners including monitoring, capacity development and designing/facilitating capacity development in WASH and projects management.

Demonstrated experiences of implementing MEAL practice Demonstrated experience of integrating gender and protection into programming.
Has advanced reporting skills and ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations

Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels.
Ability to take decisions within agreed processes
Can effectively influence outside own team and successfully represent specific program or specific issues.
Contributing to strategic development at a wider level within the programme.
Ability and experience to train people;
