JOB PURPOSE:
Assumes a strategic overview of financial management systems across the organisation, taking note of the changing external and internal environment and economic conditions.

Is responsible for overall Finances, Budgeting, Reporting and Planning ((including monthly financial reporting and preparation of CQMR’s and annual reports and accounts)

Is responsible for final check of budgets of proposals and financial reports, including check on consistency and cost recovery
Ensures the effective and efficient working of budgetary, accounting, reporting and internal control systems for the field.
Designs and influences adoption by Finance team of tools for management information and reporting purposes.
Is responsible for the flow of financial information between program staffs in Oxfam office and counterpart organisations.
Generates & circulates quarterly and monthly reports, variance analysis, forecasts, project spending and any other adhoc reports as required.
 
Assists and supports the CMT (e.g. Program leads, and Country Director) in ensuring that field expenditures meet Oxfam and institutional donor requirements and remain within the approved plans and budgets.

Advises and enforces compliance to mandatory procedures including Pastel, Adobe and RAMON Systems
Is responsible for overall auditing and Internal Control.
To provide financial and management support to all programme Finance Officers and to provide skills and experience to help develop the capacity of financial staff.

To establish, implement and monitor program financial management in OPTI.
Identifying risk and providing mitigation actions and follow up to ensure risk reduction or elimination of programme finances
Assisting on AIDA financial management

Finance team with approximately 6 - 8 positions, of which at least 4 with direct reporting lines to Finance Manager.
BUDGET RESPONSIBILITY
Responsible for budget between EUR 12 – 20 million

KEY RESPONSIBILITIES
 
Key Responsibilities and Accountabilities
 
Financial Management
Provide guidance on financial programme risk management, systems and compliance.
Responsible for the preparation of (country office) budgets, and monthly reviews actuals versus budget variances, analyses trends; identifies areas of concern and risk, and follows up on all budget variance queries with the budget holders

Responsible for timely reporting on Country Office expenditure
Liaise with the Funding teams on donor proposals, preparation of donor reports and budget revisions (when necessary).
Ensure that effective systems and processes are put in place, and regularly reviewed, to allow adequate financial management, control and donor contract management

Ensure that partners report on timely basis and their reports are analysed and feedback given for corrective action
Day to day management of (Senior) Finance Officers and the Finance Administrator and overall finance team, provide effective management of performance, disciplinary and development for staff

 
Risk Management and Compliance
Proactively monitor and assess the quality of existing financial controls across the country of operation and introduce new controls / measures, as appropriate, to minimize the risk of fraud, aid diversion, and theft.

Monitor the implementation and application of the financial controls and compliance with all legal and statutory reporting requirements in OPTI, identify solutions to problems and ensure that they are implemented in a timely, effective and efficient manner.

Ensure appropriate and secure record keeping for financial transactions in line with donor, Oxfam and statutory requirements as well as compliance to donor contract conditions including timely submission of donor reports.

Ensures that recommendations of audits, concerning the finance function, are implemented in a timely, effective and efficient manner, and reports progress on the implementation of recommendations periodically.

Ensure that financial management of programmes follows the Oxfam systems and systems are updated accordingly.
Ensure compliance with donor requirements and internal Oxfam procedures in relation to financial management.
 
 
Programme Management
Develop a comprehensive knowledge of programmes and management processes in the finance office.
Support and guide the Programme Management Teams in financial management linked to programme work.
Participate and contribute to strategic planning processes, ensuring financial management and risk implications are considered in all processes.
 
Capacity Building
Support programme in assessments and building financial management capacity of staff and partners (where applicable)
Carry out training and briefing of all staff and partner staff (where applicable) on agreed procedures, internal controls and donor compliance requirements on a continuous basis.

Work with program staff to develop their capacity to manage and monitor budgets so that they understand their financial Management responsibilities.
Work closely with and support staff to ensure that Oxfam’s accounting and financial policies, procedures and standards are understood; ensure effective and efficient implementation of the finance policies and procedures

IN ADDITION
Degree in Finance, Accounting or any related field
Proven accountancy experience and knowledge of financial accounting, reporting and analysis
Experience of donor audits
Knowledge of key institutional donor requirements including knowledge of donor contract management and reporting procedures
NGO experience
Ability to influence and support colleagues in appreciating the importance of financial standards, procedures and controls
Ability to prioritise own workload, work independently, be pro-active and innovative, and work to deadlines
