For Cordaid's Health programming, Cordaid is looking for a Lobby & Advocacy Officer - Health (36 hours, The Hague). As one of the leading civil society organisations in the Netherlands, Cordaid stands for knowledge and talent-sharing globally: between doctors and health experts, and between hospitals and policymakers. We specialize in health systems strengthening with a specific focus on sexual and reproductive health and rights. We are an expert in performance-based financing approaches to healthcare.

What you do
You will work for one of Cordaid’s major projects; the Global Health Global Access (GHGA) project, while also contributing a small part of the time to other advocacy projects in the health programme portfolio may change in the future depending on how the Cordaid Health programme evolves. Global Health Global Access is an advocacy project (November 2021- November 2023), which aims to promote and increase financial support for Dutch development aid and global health, including health systems strengthening and sexual and reproductive health and rights. It furthermore aims to generate public awareness, establish partnerships and realise policy changes to improve the quality of health systems and services, with a special focus on the poorest and most vulnerable people in fragile states. Every person counts, especially when it comes to healthcare. Universal health coverage is not merely a dream, but a sustainable development goal to be achieved in 2030. Furthermore, with the outbreak of the Covid pandemic we have experienced that there is great need for strengthening health systems worldwide; no one is safe until everyone is safe. The candidate will be part of the GHGA core team, and work on specific tasks, in order to implement the the project’s advocacy and communication strategies. The candidate will report to the GHGA project lead.

Your works consists of, among others;
1. Global Health Global Access;
  • Operationalise and further develop / adapt where needed, the advocacy strategy taking into consideration the political context.
  • Directly advocate with, Dutch parliamentarians and government officials influencers, media, in order to achieve the project outcomes.
  • Develop advocacy tools, includingpolicy briefs, advocacy briefings and communication materials for policy change.
  • Initiate action research that support the advocacy message and reflect Cordaid’s mission and values.
  • Contribute to the development of communication materials (written materials, the production of videos, etc.)
  • Coordinate a Dutch advocacy network
  • Initiate, orchestrate and participate in advocacy and policy activities including expert meetings, debates, campaigns, external partner management and participation in policy and advocacy networks.
  • Support the collection and analysis of project results, and capture means of verification.
  • Support the development of the link between the project results and M&E framework and Cordaid’s overall M&E system.
  • Participate in the project core team meetings and monitoring actions points for follow-up.
  • Monitor and report on results.
2. You will contribute to proposal development related to proposals on Lobby & Advocacy.
3. You will represent Cordaid in relevant networks as an integral part of your work. 
4. You will contribute to developing year plans, year reporting and strategy development of the programme unit and Health thematic area specifically.

Functie-eisen en profiel

You are an experienced L&A officer with a good understanding of and feeling for the Dutch political context and global health issues. You have relevant lobby and advocacy knowledge and skills and you like working with CSOs, government officials, parliamentarians and youth organisations. Furthermore, you have:

  • Extensive experience in global health advocacy with a depth of knowledge and roots in the field and experience.
  • Experience in developing and executing policy and advocacy strategies in The Netherlands / EU.
  • Experience in coordinating advocacy networks.
  • Strong analytical, writing and verbal skills for communicating with a diverse audience, including internally and external high-level stakeholders.
  • Ability to use lobby and advocacy skills to increase awareness of development issues and build political/financial support for development goals.
  • Fluency in both Dutch and English is absolutely necessary, French is of added value.
